A+ on the images.  Right off hand, I woud say that it is damage to tthe coin post minting.

You might have been thinking about a common "BIE" variety Lincoln cent discussed here ...

But that's not a small raised area in "Liberty" from a die chip.  It appears to just be an indentation from a gouge after it left the mint, which is just damage without any added value.

Just a damaged cent.   
The loops on the B have been gouged out moving the stem to the left
almost on top of the I.

    There is a small die chip in the "9" of the date, as is common on cents of this era and particularly this date. As stated by others, the "B" of "LIBERTY" has simply been gouged out. It has no value to any knowledgeable collector.
