You might have been thinking about a common "BIE" variety Lincoln cent discussed here ...

But that's not a small raised area in "Liberty" from a die chip.  It appears to just be an indentation from a gouge after it left the mint, which is just damage without any added value.

    There is a small die chip in the "9" of the date, as is common on cents of this era and particularly this date. As stated by others, the "B" of "LIBERTY" has simply been gouged out. It has no value to any knowledgeable collector.
