Question about a 2022 American Silver Eagle I found in an NGC holder

I stumbled onto this 2022 ASE in MS70, and another in MS69 on eBay. It is an NGC holder with Chief Petty Officer label. I am a retired Navy Chief Petty Officer, and I'm not familiar with why NGC did this in 2022. Can anyone shed any light? I bought the coin, but I would like to understand the story behind this label. I'm finding no information on the web, and the only thing I can find on NGC is the authentication of this holder certificate number.

Thank you for reaching out to us. This label was made custom for a dealer. NGC Authorized dealers may request the design and printing of custom labels (for a fee). These are limited printings available only to the requesting dealer. Unfortunately, I do not have any additional information on the occasion for which this was designed.
