Tau6174
Coin was in pretty rough shape when I found it. Was on the ground outside near the sidewalk. I know there's 1995 double dies but not sure if that's what this is.

powermad5000
If I am not mistaken, it is the 1995 P that has a doubled die variety. I don't think there is a 1995 D doubled die variety. What I see on the coin is a bit of low level mechanical doubling but that's about it. Additional note, there is a 1995 D FS-103 Doubled Die variety but is mostly pronounced in the the motto IN GOD WE TRUST. I don't see it on your coin. I have provided a photo from NGC VarietyPlus for reference. Edited May 30, 2023 by powermad5000 more info
Greenstang
Not a Doubled Die that I can see. Where do you see doubling?
Sandon
As stated, the well-known 1995 doubled die cent is a Philadelphia (no letter below date), not a Denver ("D" below date) product. It shows fairly bold doubling on "LIBERTY" and "IN GOD WE TRUST" that looks like this (NGC VarietyPlus photos):
Coinbuf
It looks like your coin has some plating bubbles around the date which you are thinking is doubling, that is the only area I see from your photos. If you think you see doubling elsewhere please indicate where as we cannot know what you are seeing.
