Mint error on 1996 UK Pence

Going though coins in my deceased Fathers collection. Lots of loose coins so I look at each one as to why he kept them? This a 1996 UK 1 Pence & seems to have metal “spit” on it & a O from something else placed randomly on it. Thoughts?
