Lamination error

Could lamination get stuck on anvil die and pressed onto next coin?  Soaked for 4 hours in acetone still the same, not glue.

To answer your question, no.  
Not all glue can be removed by acetone, epoxy is an example.  
Whatever it is was not on there when the coin was struck.

   Welcome to the NGC chat board.

   Your circulated 1994-D quarter appears to have been damaged. The dark areas are either corrosion of the copper-nickel outer layer or a foreign substance.  Corrosion can't be removed by acetone either, and its removal would entail removal of some of the original surface metal and further damage the coin.
