1964 P Washington Quarter - MS, MSPL, PR?

I purchased this coin to add to a set of 1956-1964 Type B reverse, but I have been told that this is a proof.  However, I think it's possible that this could be designated as MSPL.  I want to submit it, but am worried that it will come back as a standard proof coin.  I can find no resources on line that help with determining the correct designation myself.  I could use some guidance on this.

Thank you for reaching out to us. Thank you for sharing the beautiful photos. Unfortunately, I cannot confirm PF or MSPL designations with photographs. An in-hand evaluation by the grading team would be required to determine whether the coin would be attributed PF or MSPL.

   Your coin appears to be a proof. A proof-like circulation strike wouldn't have such a "watery" appearance or the light contrast on the devices.  The complete absence of bag-marks and other lack of evidence of contact with other coins or objects also indicates that the coin originated in a proof set.

Yup. A proof. Nobody from NGC will ever offer an opinion that negatively impacts revenue. We, as independent collectors, can and do.
