Potential PVC damage on NGC encapsulated coin

Hi, When I got this NGC encapsulated coin two years ago, I noticed a small white residual stuck on coin rim. I thought it’s some inert material from the slab. But when I check the coin recently, I noticed green rust-like things appear around the white residual.
Is this PVC damage? And can NGC restore the coin without further damage? I do like this coin…
