Need opinion is the a double die obverse

 Welcome to the NGC chat board.

 Your coin is definitely not the rare 1969-S doubled die obverse cent.  Note the crisp, clear doubling on the date in this photo from NGC VarietyPlus, while the mint mark, which was separately punched int the die, is not so doubled.  "IN GOD WE TRUST" and "LIBERTY" show similar crisp doubling on the doubled die.

No it is not.

The “good” 1969-S, like most “good” doubled-die coins, is so obvious it’ll knock your eyes out. They don’t need much optical power at all. 
 

“Obviousness” is a key attribute of desired DDO or DDR coins. Somewhere, people have forgotten this.
