A vending machine would be ideal, if the damage doesn't somehow make the machine reject it. It is worth 25c, and the damage is so profound that we don't even need sharper photos to know that.

Why do you want to "send this coin", which I assume means to a TPG for grading..  Submittal cost for grading by a TPG like NGC or PCG$ would be around $100 all-in, which exceeds the value of the coin.
