1982 Small Date 1C Struck on a 10C Blank 1 1

Hello fellow coin aficionados. 

For today's show and tell I have a very nice US error coin I just procured from my LCS. 

I have had my eye on it for over a month now and finally pulled the trigger and purchased it.

1982 Small Date Cent struck on a Dime blank.

Weight 2.3 grams 

NGC MS 65

I am missing something here... anyone care to explain why steps at Monticello count, but those at the Lincoln Memorial don't?  Don't everyone answer all at once now! I'm still new at this. Fifty years, and counting...

Probably because the Lincoln Memorial reverse always seemed to me to just be trying to present an "impression" of steps (even on proofs) rather than actually trying to indicate the actual steps the way the Monticello does.
