Why can't I add my 1939 rev of 38 PF67 Jefferson #1896238-008 to my set of

Proof Jefferson 5c 1938-1942? I unsuccessfully tried adding it to the 1939 slot, and got a message that it had been added to an admin. queue and that I would be contacted, but it has been over 2 weeks and I haven't heard anything.
