I am always wrong.  So I guess damaged.  Or - is this a mint error coin?

Gotta be manmade.  I have no idea why but I can't see an alternative.  Someone needed to torturee a coin.

You can’t have a coin that is struck in collar out of round. It has to be PMD.

Looks like it has been filed down for some reason.
