Obeverse: Cheek has a bulge on Roosevelt face, the black arrow I think I see a 2 but that can be from other coins on top 

Reverse: on the exact side like the obverse there's also a bulge where the flower is

Not a cud, a cud is a die break that involves the rim of the coin.  What you have is a heat damaged dime, the outer layer separated from the inner copper core and bubbled up.

That is the very rare dime that was created when FDR temporarily gave up smoking for a short time and took up chewing tobacco.
