Well, in looking at your coin, I think what you have is machine doubling on that cent, which is very common on U.S. coins of this time. Very little extra care was taken in minting and packaging the 1965 Special Mint Sets, so you see a lot of the same problems that are common on circulation strikes of the time on the 1965 Special Mint Set coins as well. Basically, a 1965 SMS coin is nothing but a glorified circulation strike made with a tiny bit more care and placed into a cellophane package. And you're absolutely right.....the quality of U.S. circulation strikes from I'd say the 1950s until about the late 1980s-early 1990s was often quite poor. Lots of issues like machine doubling, die fatigue and other things like that. And even within that span of time, the 1960s were some of the absolute worst, in my opinion.
