Why does a Krugerrand mintage figure on a COA from SA Mint not match the mintage on SA Mint's own website?

Why does the COA from SA Mint for a proof 1999 1oz Krugerrand say Max Coinage 1000, but SAMint's own website (http://www.samint.co.za/collectable-coins/product-mintages/) says the mintage is 2,787?
Numista (https://en.numista.com/catalogue/pieces6002.html) also has the 2,787 mintage. 

Is there some subset of the proof coins that didn't come with COA in box + OGP?

subset is a good description....total produced 2787, mint did several different offerings using the 1 krugerrand in single coin packaging n in various multiple coin offerings some 2 denomination sets some 4 coin sets etc...apparently only 1000 of the 2787 were used in the single coin sets n the rest were sold in different packaged sets of other limited edition offerings....so the coin u pictured is number 10 of the single coin sets....

Why, because the low numbered ones are usually reserved for VIP's.  Maybe this was a case of a poet, who didn't know it. Poetic justice is sometimes unpredictable and subtle as karma. Jerry Rubin wrote, Do It!.  Here's a guy, in cahoots with whomever, who Did It! -- and more importantly, got away with it!  Question now is where are all the guys now who said it couldn't be done?

Pure marketing, Mints pull this stunt all the time. Good news is whomever owns the coin also has the distinction of owning the #10 piece of paper and box. ;)

Is that a particularly low mintage compared to other years?
