What you have there is a damaged 1982-D Washington Quarter.  It is environmentally damaged, which is why it's the color it is and something gouged it as well, which is why the E looks strange.  That coin's a spender.

This is the typical look of a coin that was found with a metal detector. It was probably all reddish-brown when retrieved, but the encrustation has partially worn off of the higher points.
