I just started collecting mint error us coins an notes I got this 20 in change about 2 months ago an been looking for anything that can tell me what kind of error this is an value any help will be great thanks

I can understand your confusion but there's a very big "split household" thing with NGC (coins) and PMG (notes). You'll probably get a better response on the PMG side: https://www.pmgnotes.com/boards/
