Mint error or not?

Is the 1922 no D Lincoln cent considered a mint error? I've tried to look it up online but there seems to be two different opinions from the "experts". Some say no it's not a mint error and some say that it is a mint error. How does NGC view this?

It is neither a mint error nor a variety. It is a die state. The die was normal when new but was allowed to erode and continue striking coins when it should have been pulled from the press and replaced.
