What kind of error is this?with double circle on the planchet..

Its damage from the crimping step of a coin rolling machine.

Not an error, it’s damage.
Vending machines will also cause this damage. Crimping machines are usually closer to the rim.

I'm just guessing but the location of the inner ring looks awfully close to the Bi-metal Commemorative coins that S. Korea was offering at times. I have a 2000 won - 2000 Olympic one and it's look to be in the same area but not being able to measure correctly it's a unknown. There is a 1993 with similar inner ring, perhaps test coin or the like....just speculating though.
