Holder and glue showing 0

I have an older NGC Holder and on the sides and top, it looks almost like a glob of glue. The holder itself is tight, no cracks etc.

Thank you.  I am going to guess that this is in one of our older holders.  With those holders you would see what appears to be glue and white haze around the sides.  Please tell me what that certification number is an I will check this for you.
