Mislabeled Proof? 0

NGC has this labeled as proof 68, but it appears to have a satin finish? It is in an old holder.

I'm not sure. It looks like a nice strike, so could be a proof. Before the accented hair variety came out.

No. It is an impaired mirrored proof. These coins continue to “grow crud” after being encapsulated. It may have been  PF68 at the time of its encapsulation, but it surely isn’t any more.
