On the 86-D I'd suspect misplaced metal due to a hit the coin took in circulation.  

The lower coin (can't make out the date), looks as if somebody pressed a washer into the obverse.  But a better picture of it could help explain it further.  Include a picture of the reverse in case there's signs of a clamp or vise grip that would've been used.

Neither one is a variety, if there was there would be 100's of thousands the same.

To me the 1986 looks like damage from zinc rot.

The 1950 is also some sort of damage as there is no way that could happen during the striking of the coin.

1986 D is damage from zinc rot due to a split in the plating, the 1950 D has had a washer pressed into it post strike.
