How can a person make contact with the NGC registered coin owner to ask questions about their coin?

I seriously doubt if you can unless they have it in a registry set AND have some way set up there for people to contact them.  But I would be very surprised if they did.  If you have a registry with some nice or special pieces and some way for people to contact you, you get inundated with people wanting to sell you upgrades, or pieces you don't have, or wanting to buy coins out of your set.  It could just become an overwhelming nuscience.
