From the photo it seems that some type of paint or substance was on the coin and some of it has been pulled off, not a lamination error.

maybe but Liberty i think is on top of this.. so wouldn't it have had to happen at the mint?

I have a similar 2015-D that I've figured was struck through grease.

Yeah, but not a collectible one people will pay money for. It's the kind of mint error that is a detractor. Happily, the value of a functional quarter cannot drop below US$0.25.
