Matte finish or toning? 0

I found a 1922 peace dollar that appears to have no mint luster even in strong light. Is this a matte finish or just toning? What is the difference between mint matte finish and toning? Thanks in advance.

When the light moves over the coin it is non relective, almost muted with no cartwheel luster or satin effect.
