No, finned rim caused by the fact that the obv die is misaligned.  A "railroad rim" is caused by a partial collar strike and is on the edge of the coin not the rim. The collar would not be fully in place and when the coin in struck the planchet spreads out over the top of the collar and the edge of the coin resembles the wheel of a railroad car.
