1951 wheat penny possible error?

Welcome to the forum, no that is not an error, errors happen while the coin is in the process of being struck by the dies and that didn't happen during the coining process.  Its possible (although I don't think likely here) that someone could have used a punch or tool to create that mark.  If that were the case it would be called a counter stamp, which is also not an error as it is done outside the mint after the coin was minted.  Most likely its just a contact mark; or two well placed marks; from another coin or object, copper is soft and can mar rather easily when hit by other coins or run through a coin counting machine.  Also when you take a pic of a small coin and blow it up to the size of a dinner plate its very easy for nothing to look like something.  And imo it looks more like a one than a seven, but still not an error.
