Need help: Strange curl beneath eagles talons 0

Browsing 1921 peace dollars and noticed a curl coming off the stem of this peace dollar beneath the eagle’s talons. Never seen this before. Any thoughts? Early die state? I remember reading somewhere that one of the original concepts included a snake but was removed because de Francisci thought it was too distracting.

Also noticed unnatural doubling on the n, as well as a space in the tail feather. Might be a fake?
