1999 NGC PF 70 UCAM rarity and value?

COINWEEK Magazine made a comment in the April 29, 2019 issue about rarity and value of a 1999 Silver Eagle, in PF 70 UCAM: 

"The most expensive Mint State 70 American Silver Eagle is the 1999.

The 1999 was not the lowest mintage by any means but is worth so much because there are so few graded in perfect 70.

According to NGC as of April 10, 2019, there are only 248 graded and the piece is valued at $23,000! Furthermore, 1999 is one of the years where very few coins were minted well and even developed “milky spots,” which prevent the coins from grading in perfect 70." 

I have one graded by NGC as PF 70 UCAM, with no spots. The slab is perfect. I cannot find any estimate anywhere that this coin is worth anywhere close to $23,000.

Recent Heritage Auctions prices realized for the MS70:  April 2019 - $5,280; March 2019 - $5,040; December 2019 - $5,040.

For the PF70UC:  July 2019 - $222; June 2019 - $180; May 2019 - $156.

So I believe it's the circulation strike that would be considered a condition rarity in MS70.
