I just looked at it under magnification and it looks to be struck on another coin. I found it roll hunting. I have better pics and a video on YouTube that I posted an hour ago. Assuming that it's dated 1982 or later, it appears to have suffered environmental damage that stripped off the brass plating and also etched the zinc base.
