Year top of the hairline looks like a problem - Clearer pics on the front would be good. Reverse is a  MS63

Much clearer obverse picture.

I am not familiar with RNG, but I am guessing they are what we call a self-slabber - a company or individual who encapsulates coins - usually overgraded ones - for re-sale. That is not MS68 by any normally accepted standards.

Make that never trust fourth tier TPG's (first is PCGS and NGC, second is ANACS and ICG, Third is SEGS and older PCI, fourth is everything else, fifth is SGS which as the joke goes rarely saw a coin that wasn't a 70.)
