Looks what they used to do to put them into collars for "lucky penny" souvenirs. It's now called "damage".

Except the cent removed from encasements tend to have concave rims not convex like this one.  I agree it isn't a mint error and it was damaged after it left the mint, but I'm not sure how it was done.  Looks almost like it was run through something like a Castaining machine with grooved edge dies.  Maybe some kind of crimping or sealing machine.
