So I found this quarter while traveling in Philadelphia. Different finish. Leaf not touching dollar in a, top two arrows almost but not touching leaf. Die polishing markers on obverse. Non reflective finish. Above and to the right side of the eagles wing on the right of the reverse of the coin, you can see where there is a separation in finish on the coin from mirror to frosted.

These two images are of the 1964 sms quarter on ngc lot so you can compare they look pretty similar in terms of the leaf above the A on dollar and the top two Arrows not touching the leaf below the eagle.
