2 Items jump out at me, the stamping is slightly off center and the rim is thick to one side and thinner on.

is this a Rare find does anyone know the value of something like this?

IT's not off enough to add any extra value. Fairly common.

It has to be what is known as an "Off Centre Strike" were at least some of the letters runs over the edge and are cut off to have any premium.
