Found this penny a long while back,  to me it looks like it was struck without the copper. 

 Opinions please.

Looks to me like it has had the copper removed. Maybe a High School experiment or someone fooling around.

There are a fair number of these out there in different years.

You mean the copper removed.  And yes that is what it appears.  It was not struck on a non-plated planchet.
