1883 3CN Three Cent Nickel NGC PF66CAM - Questions Queries Posers 0

As some of you know I have been trying to sell this 

I just used my 3 year old generic pictures when I posted it.

Someone was interested in it and wanted better pictures, then I realized this was an oddball coin.

Please take a look and offer up your opinions - IS this an ERROR coin? 

SHOULD this coin have been graded and slabbed?

Particulars to look at if NGC lets me insert all the file pictures.

Does it look like an over date - Second "8" has a leg going through the lower opening and out the bottom

making a silver mound

Have you ever seen , On this denomination ,of which there are very few, what looks like heavy flow lines around the "America"

Lastly what could have possible made the "V" mark around the "A" in states 

This is a weird coin … and am tempted to send it back to NGC for a Grade review

Looks like a die chip below the 8, and I think the planchet has some sub surface laminations that haven't broken through below AMERICA.

I agree with NGC and Conder101.  Looks like minor sub surface laminations...Nothing to get excited about...very common on early nickel coinage.  I wouldn't pay any premium for it.  I would rather have a coin with a smooth surface.
