1954 d error?

At that time (1954) the mint marks were still being punched into the working die by hand, so it is not unreasonable to think that one might have been punched a bit too high, compared to other dies. Maybe the mint worker was momentarily distracted just before swinging his mallet.

Does it give it more value - probably no, as I looked at about 10 coins and they are all over the place without any mint mark placement 

variety stated. They can be high - low - rotate left and rotated right.

There is no "normal". Every working die punched could be in a different location.

As long as it was below the date and too the right of the bust it was within spec.
