1969s Doubled die obverse

Would grade ms 65 ? Also what would i person put for a value on this coin for ngc grading? Thanks in advance to everyone help.

Blowing it up as much as I can on my phone, it does not look MS65 to me. And, to be honest, I do not see any doubling.

If it is a DDO it is a very minor one.  Minor enough it doesn't show in these images.  So even if it is a DDO it probably wouldn't be worth enough to justify the cost of slabbing it.
