While there are some people that go crazy over toning, I'm not sure that quarter is spectacular enough to justify the grading fees.  As for the 1982 D cent, it LOOKS like a zinc cent.  If it isn't a copper cent it is definitely not worth submitting.  Does it weigh about 3.1 grams?  If it is down around 2.5 grams then it is worth one cent and you don't want to drop $30 or more to grade a coin worth one cent.
