1942 penny advice needed

My uncle found a 1942 penny that  appears to have a 1 where the mint mark should go.  What do you think?   Unfortunately, I'm not where I can get a clearer picture.  Thank you.

I think that whatever damaged the "4" and the "2" also damaged the mint mark.
