68-70 Uncirculated Mint Sets

Can anyone give me background on these? There is no "P" 5c, just "D" & "S" for each of these years. Why? The 68S 1c has a filled mintmark and the 68S 5c & 69S 1c have a partially filled mintmark. Any info would be appreciated.
