1804 half cent with spiked chin scratches

I have noticed on many 1804 half cents with a spiked chin there is a group of parallel scratches at about four o'clock on the obverse face.  Has anyone else noticed this?  See attached pics. I have not noticed this on other draped bust half cents. Is there a reason why a lot of the 1804 half cents with a spiked chin have these scratches?  What causes them.  I have a 1804 half cent spiked chin I sent in for grading years ago and it had these scratches.  It came back details grade "Scratches on obverse".  I have seen graded coins with these scratches that do not have a details grade designation.  Has grading practices changed for this coin?
