I can only see a few letters, but the "O" and the "D" in "GOD" look like the letters on the large motto version.

I thought so too. Look at the ends of the banner! That's what gave it away for me.

The ends of the banners, the leaf under the "G", the stem (or lack of a stem) under the first "T", the feathers on the arrows, and the tall letters all point to "Large Motto."

All I see a clear distinction on either ends of the banner.
