I know it has 1896 on it, not 1889.

Looks like a piece of jewelry designed to resemble a US coin. The "obverse " is similar to a Liberty Head  double eagle, while the "reverse" appears to be modeled after the eagle on the reverse of the Kennedy half dollar. I would be surprised if it were finer than 10 karat gold, assuming it contains any gold at all.
