Small piece of debris in NGC holder 0

I recently purchased a nice 1921 Peace Dollar and noticed there is a small piece of... something, like a little glob... on the coin. Cert verification pictures(here), on the obverse near the hair curl above the eye. I don't want an unsightly spot to form around it in case it is some sort of oil/organic material.  I will try to post a picture showing this when I get home.

Is this something that NGC will take care of or will I have to pay the reholder fee to get it fixed?
