Is this electroplated or silver or steal?

They were minted in zinc coated steel that year, to save the copper for the military to use in the war. Many were later stripped and replated to make them look like new. That ruined the numismatic value, though. Check the edge  for a "seam" or a "sandwich" look. If it is there, it could be original.

 If it is smooth, it has likely been replated.
