Matte finish?

Isn't this a matte proof? I know its not suppose to be but it sure looks like one to me.  I know they stopped making them in 1916 and then started back in 1936 but with a different finish.  Is it possible like the copper plachets and steel that some survived to be punched by accident?

No, It waas probably fairly well struck when it was new, as even in this worn condition the rims are unusually sharp in places.  The slight "orange peel surfaces are due to some mild environmental damage.
