1960 small date?

That is a large date.

I had just read that if the inside of the 9 loop pointed at the 6 it was a small and if it pointed to the mint mark it was a large...  Really thought I was right this time

Pointing to the mintmark can't be a marker because at that time the mintmarks were punched into each die by hand, so they tend to "wander around" from one die to the next.
