2017 gold proof 225th anniversary American liberty

 I received this from the mint like this and sent it into NGC to have graded as a mint error. They gave me PF68 for this. Any feedback would help. They told me it’s an error that happened when the coin was being made but would not classify it as such. And the poor quality NGC pictures like they want to hide it. Very frustrated. Any help on what to do next would be very helpful. I was thinking PCGS.

Looks like some kind of oil or something was on the planchet.  Minor strike through maybe.  Not major enough for them to list on the label even though it's a proof.  Technically it may be a 68, just be glad they don't have a special symbol to indicate negative eye appeal.

There is something wedged into the coin at the center of the bleed. I will post NGC’s response email and maybe that will shed some more light. And light on this helps. As for them saying insignificant, they graded an even smaller mint error for me a few months ago. I would say more insignificant then the bleeding eagle.
