1914 Chinese Coin Y327??

While preparing a batch of coins to turn in for grading, I noticed one that I was sure was fake because the alignment is off (well the whole coin seemed a bit off). 

After some research online, I did find a "(1914) Y-327 LM 65 Special Strike" listed and authenticated by PCSG (listed on https://auctions.stacksbowers.com/lots/view/3-20SWQ) on Stacks Bowers as "CHINA. Soviet Issues. 20 Cents, Year 3 (1914). PCGS AU-55 Secure Holder. f.L&M-65; cf.K-561; cf.Y-327; cf.Hsu-68. A piece which we believe to be a Soviet imitation made to purchase goods in republic controlled regions. Note the stylistic irregularities in the ear, mustache and hairline of Yuan Shih-kai as well as differences in the legend's calligraphy. Well made and apparently still an effective forgery." 

Is this a legitimate and gradable coin that NGC recognizes as well? I did not see one listed on NGC's site.

Thank you for your question. Unfortunately, we are not able to determine the authenticity or possible variety of the coin via images. If you chose to the submit the coin, I would suggest including any documentation that will assist our team in evaluating the coin.
